Detectives are promoted from the patrol division, so you must first become a police officer and put your time in on the streets.
The actual selection procedure is determined by each individual department, so it can vary quite a bit. As a general rule, plan on spending about 3-5 years on patrol before you are eligible. The department will give you the training you need once you are selected, but a degree in criminal justice will help.
